After graduating from Okayama University Medical School, he worked in internal medicine and community healthcare. He earned his PhD in Medicine from the same university. He joined the Ministry of Health, Labour and Welfare, where he held various positions, including Director of the Office for the Promotion of International Medical Development, Director of the Office for Emergency and Perinatal Medical Care, Director of the Office for Disaster Medical Care, and Director of the Office for the Promotion of Medical Information Technology. During his secondment to the Ministry of Education, Culture, Sports, Science and Technology, he worked on life sciences, handled food safety at the Cabinet Office, and was responsible for cybersecurity in the medical field at the Cabinet Secretariat. Internationally, he served as an intern at WHO and was the Chief of the Japan-Thailand International Health Joint Project with JICA. After leaving government service, he worked on new business development and investment strategy in the healthcare field for a major Japanese IT company and also gained experience with a UK venture capital firm. Concurrently, he founded several companies, including Decades Inc., which focuses on medical DX, and a general incorporated association developing medical AI. He also founded Exevita, Inc., which focuses on digital behavior change, and opened an internal medicine clinic in Minato Ward, Tokyo. Currently, he is a Special Appointed Professor at Okayama University, an Associate at the University of Cambridge, and a Visiting Associate Professor at Hiroshima University Medical School, engaging in academics, education, and research. He is a board-certified specialist and trainer in social medicine.
